So far, their tactic appears to have come straight out of a playbook that for more than two decades - since Columbine - has guided police response to "active shooter" situations: Stop the shooter immediately, by killing them or arresting them. But that approach can have terrible consequences, especially if it's unclear whether a suspect is armed.
