Compressed stabilized earth brick (CSEB) interlocking brick has been manufactured by rural entrepreneurs supported by Build Up Nepal. Interlocking Brick Technology  consists of  specially designed unburnt bricks with lock and key features that allow bricks to interlock each other in masonry and thereby reduces mortar usage. Construction with interlocking bricks is  economical, quick and environment friendly. Special design of interlocking bricks allows for vertical reinforcement bars in strategic locations of buildings.  The CSEB manufacturing machine costs around NPR 235,000 - 365,000 (depending on model) and the cost of one CSEB block is about
NPR 45-50 (1 CSEB = 4 fired bricks in size). Besides the cost of the brick, it also significantly reduces the amount of cement and labour used in construction.

Anupa Basnet,  has been serving as a Finance Management Specialist for Earthquake Housing Reconstruction Projects at CLPIU under National Reconstruction Authority since 2018.

When she took charge as Finance Management Specialist, the government was often criticized for the lengthy grant distribution process, delay payment, double payment, and many more.

The hard work and dedication of her team to reach out to the distressed and vulnerable community affected by the earthquake have resulted positively due to which the grant payment process is on pace and banks are uploading payment data in the NRA MIS system on time.

HRRP Partner Satisfaction Survey (PSS) results: HRRP conducted its fourth phase (August 2019- July 2021) Partner Satisfaction Survey (PSS) during the month of July-August 2020, with the objective of gathering feedback on HRRP activities, to assess how HRRP is working with its partners, and get to understand the perception of stakeholders involved in the platform. Click here to read the findings from the survey results from the total 192 PSS respondents comprised of  GoN (75%); INGOs (10%) and NGOs (9%) followed by UN (2%) and Private Sector (2%), Donors (1%) and others (1%).
 
House Cost Calculator: The House Cost-Technical Working Group (CRS, NSET & HRRP) including PIN, PA, Build Up Nepal and various other partners have devised a house cost calculator app which is able to calculate the approximate housing cost including the  transportation and material cost for building a house as per the norms and design in the catalog from NRA. The system has been made available as a beta version to the engineers and general public. The application will soon be launched in the android version as well and will be available in the Google Play Store for downloads once the testing of the mobile application has been completed.

National Reconstruction Authority (NRA) Steering Committee recommends for one year extension of NRA mandate, 21 September 2020:
The National Reconstruction Authority (NRA) Steering Committee meeting, held on 21 September 2020, has decided to recommend a year extension of the NRA mandate to the Council of Ministers. The current mandate is expiring in December 2020. According to the NRA source of information, the mandate has been extended until the end of Asar 2078 (mid July 2021). During the extension period, NRA will focus on the regular reconstruction work for 6.5 months whereas remaining 5 months and 10 days will be focused on financial auditing, including hand over of the remaining reconstruction work, and reconstruction documents to local governments.  The NRA will also organize an international conference on Nepal's reconstruction (ICNR) including support to National Disaster Risk Reduction Management Authority (NDRRMA) for the resettlement of Sindhupalchowk landslide affected households.


Asia Shelter Forum Organizing Committee Meeting held on 22 September 2020:
On 22 September, Asia Shelter Forum Organizing Committee meeting was held through  Zoom, to discuss the virtual and abridged session coinciding with the NRA compendium Presentation planned from 27-29 November 2020. The Asia Shelter Forum Organizing Committee is working on the concept note along with a program agenda to integrate Asia Shelter Forum with NRA Compendium Presentation as one event.  The program agenda will be finalized soon after the approval from the NRA Executive level meeting for sharing with partners.

A virtual meeting on urban housing recovery issues held, 11 September 2020: 
A virtual meeting was organized on "Urban Housing Recovery Issues" between NRA, MoUD and HRRP on 11 September 2020. The meeting was hosted by NRA to discuss urban housing recovery issues which emerged from the NRA/HRRP study and research papers presented during the National Symposium on Nepal's Reconstruction (NSNR), particularly on issues of land, access to finance, retrofitting, houses in heritage settlements, and creation of housing database for effective implementation. In the meeting, Ms. Bhubaneswari Parajuli (HRRP-National Technical Coordinator) presented on "Urban Housing Recovery Issues & Recommendations for Policy Reform" followed by another presentation by Dr. Chandra Bahadur Shrestha (NRA- Executive Member) on "Taking Forward NRA's Lessons in Urban Sector". The presentations were followed by a plenary  discussion, where officials from NRA and MoUD commented on issues and challenges in urban housing recovery.  The Chief Executive Officer of NRA, Mr. Sushil Gyawali highlighted challenges pertaining to policy implications and operational challenges that need to be addressed for urban housing recovery.  He stressed on the need for larger collaboration with local level governments to resolve the remaining challenges and further acknowledged that wider consultation with key stakeholders is necessary to address urban recovery.

 
The Urban Recovery Technical Working Group (UR-TWG) update:
The UR-TWG held its 16th meeting on 17 September 2020. The agenda of the meeting was: a) Status update of Urban Quantitative Survey and further steps b) Update on virtual meeting between NRA, MoUD and HRRP c) Sharing on Community-led post-earthquake heritage reconstruction and its implication on settlement-level recovery plans d) sharing of progress and updates in urban recovery by UR-TWG members. The data collection for urban quantitative survey is complete and the process of data analysis is ongoing. During the virtual meeting held on September 11th, 2020 hosted by NRA, discussions were based on urban housing recovery issues which emerged from the NRA/HRRP study and NSNR Symposium. This was followed with a presentation from Mr. Rupesh Shrestha (Urban Coordination Officer from HRRP Nepal), who presented his research on community-led heritage reconstruction and how communities can be engaged for settlement-level recovery.


Bagmati Province Shelter Cluster update, 10 September 2020:
The Second virtual meeting of the Bagmati Province Shelter Cluster was organized on 10 September 2020. The meeting focused on COVID-19 threats, status and gaps in isolation and quarantine facilities, monsoon risks and major disaster challenges at Sindhupalchok, Nuwakot, Chitwan and other affected districts. Participants shared their current responses in the field for monsoon and COVID-19 affected vulnerable populations. Total 76 participants from provincial government agencies, UN agencies and partner organizations participated in the meeting. Mr. Rijan Gajurel from HRRP is the focal person for the Bagmati province shelter cluster. COVID-19 live updates from Ministry of Health and Population (MoHP)
According to the Ministry of Health & Population (MOHP) website data, as of 28 September 2020, total cumulative new cases are 73,384 (male-53,600 and female-19,794), out of which 19,019 confirmed cases are undergoing medical treatment in isolation and 53,818 are  discharged after recovery. So far 477 have died due to COVID-19 in Nepal. There are a total of 6,281 in quarantine facilities.

The MoHP has operationalized two call centers 1115 (from 6 am to 10 pm) and 1133 (24 hours) since 13 March 2020 (30 Falgun 2076) to provide counselling services regarding COVID-19 prevention and treatment.

District & Municipal Updates

In Lalitpur, based on the geological assessment carried out in 2076 B.S. (2018/2019 AD), 69 households identified as located in hazard-prone areas in different Municipalities have received an additional grant of 200,000 NPR. This amount has been provided to purchase land in other safer locations under the NRA relocation plan, as those houses were located in geologically hazard-prone areas. Other works like MIS compliance, data verification and  updates have been ongoing in Lalitpur and Bhaktapur, while no tranche disbursement activities have been done in both the districts since mid-August (Shrawan 2077 B.S).

In Kathmandu, a virtual meeting was conducted on 7 September 2020 by the DLPIU building to discuss the monthly progress of inspection digitization, and any issues and challenges related to the process. DLPIU had provided a target to carry out inspection digitization to each Municipality during the lockdown period. However, it has been reported that only 12.16% of first and second tranches and 28.10% of third tranche inspection digitization have been completed. The major issues reported in digitization were the unknown status of the compliant files that have been forwarded to DLPIU GMaLI for the release of the remaining tranches. As the tranche has not been released since the end of Asar 2077 B.S., focal engineers are finding it difficult to keep track of  the files submitted to DLPIU-Building. Thus, MIS Specialist and HRRP have been requested to find the status of the files forwarded for the release of tranches. Further, focal engineers were requested to continue with the digitization of all compliant files forwarded to DLPIU Building irrespective of the tranche release status. DLPIU-GMaLI is tracking duplication and double payment from Partner Organizations (POs) supported beneficiaries and they are requesting them to return the tranche. Tranche duplication tracking of 10 beneficiaries from Chandragiri Municipality-4 and Gokarneshwor Municipality-6 supported by PO has been completed. In this regard, the respective ward offices and beneficiaries have been contacted. With support from the technical staff, DLPU-GMaLI is collecting the missing PA number within the Kathmandu district from banks and other stakeholders. DLPIU-Building has mobilized the social mobilizer and the mobile masons to track details of the beneficiaries who did not sign the grant agreement but received first or second tranche and also halt the reconstruction process. All the details of the beneficiaries are requested to be collected before 1 October 2020. The District Support Engineer (DSE) has led the  inspection of the first, second and third tranche files of all municipalities of Kathmandu. The deadline for the legal appeal has started, & those enlisted as non-beneficiaries or the beneficiaries who were left in the re-survey or re-verification process, are allowed to go through the legal process and shall be notified before the end of Ashwin 2077 (16 October 2020). So far, 162 beneficiaries have requested to change from retrofitting to reconstruction and vice-versa.

In Makwanpur, District coordination and District facilitation meetings were held on 16 September 2020. On the basis of documents and the approval from ward offices the coordination meeting approved the decision for 237 HHs that wanted to continue reconstruction in the same location, where they have been staying for many generations and did not want to be moved somewhere else. During the facilitation meeting, overall private housing reconstruction progress was shared along with reconstruction of other infrastructure.

In Lamjung,  the district facilitation and coordination meeting was held on 31 August 2020. The major discussions were: temporary arrangement of two technical staff  of Sundar Bazar Municipality to Marsyangdi Rural Municipality to cover the gap in regards to providing technical support in the area until DLPIU Building deploys permanent staff. Further, discussion was on collection of beneficiaries' details who constructed houses before the deployment of technical staff and had received the second tranche, along with the reasons and/or houses not being compliant and not progressing beyond the second tranche. Households will be approved for the remaining second tranche if correction applied and are compliant as per NRA standard.

Swiss Contact Reconstruction Project (SSRP) provided a top-up amount of 50,000 NPR along  with the masons for the reconstruction.  The  homeowner has received a second tranche of the government housing grant.

Ward 1, Siddhalekh Rural Municipality, Dhading: SMM single story house with C.G.I roofing. The house reconstruction is completed and the homeowner has received all three tranches of the government housing grant.

Anupa Basnet, Financial Management Specialist:  Anupa Basnet has been serving as the Finance Management Specialist for the Earthquake Housing Reconstruction Project at CLPIU under the National Reconstruction Authority (NRA) since 2018. She is recognized for her dedicated works towards prompt channelization of the tranche received through the government and the financial institutions. However, easy channelization of the grants was not an easy job.

When she took charge as the Finance Management Specialist, the government was often criticized for the lengthy grant distribution process, delay in payments, double payment, and more.

As informed by her, 74 bank branches were involved in the grant distribution. However, banks were less concerned about the NRA MIS system. Her team dealt with those hardships creatively; at first, they did a series of consultation meetings with central banks and their branches, and also conducted orientations and workshops. She shares that regular visits and follow up with banks and financial institutions has also helped in reducing gaps and errors in the DLPIU Payment Service  Provider (PSP) data. She also managed the issues of the unpaid grant and double payment tactfully. For unpaid grantsan SMS system was established to reach directly to the beneficiaries who haven't even taken their first tranches. The beneficiaries received an SMS reconfirming their eligibility for the reconstruction grant and thereby encouraging them to reconstruct their houses and apply for the tranches. The initiation resulted in many beneficiaries visiting the NRA offices at the district level to access the government tranches and re-engage in the reconstruction, while some beneficiaries — who had no intention to reconstruct — returned the grant.

Complaints on some beneficiaries receiving a grant from both government and partner organizations – double payment - were also reported at that time.  She teamed up with three partner organizations of Kathmandu district to resolve the problem of double payment. So far, NPR 2,500,000 grant amounts were recovered. She expresses her gratitude to the support received from the "Housing Reconstruction and Recovery Platform" for validating the information on grant payment by the government and the partner organization that contributed to the identification and resolution of such cases.

The hard work and dedication of her team to reach out to the distressed and vulnerable community affected by the earthquake have resulted positively due to which the grant payment process is on pace and banks are uploading payment data in the NRA MIS system on the time. She, finally, said that proper communication and coordination with primary and secondary stakeholders have helped to settle down any issues incurred while performing the job.

Households grant type conversion update 

Number of households switching to grant type (September 2020): This data has been collected from the DLPIU offices by the HRRP District Coordination Teams. It will be updated as more information is received.
 

 
Vulnerable Households Reconstruction (September 2020): Of the total 18,505 NRA identified vulnerable households, 88% (16,333) have received the first tranche, 64% (11,873) have received second tranche and 55% (10,242) have received third tranche. In total 2,698 HHs have been supported by various partner organizations.


Grievance Update: As of 28 August 2020 , 25,423 grievances have been addressed by NRA of which 17,108 HHs have been enlisted as reconstruction beneficiaries and 8,315 as retrofitting beneficiaries.

PARTNER PRODUCTS

HAMI: Humanitarian Accountability Monitoring Initiative (HAMI), with the support from OXFAM Nepal, published a report entitled "Why Invest more on Health and WASH" this week. This report is the assessment carried out in Kapilvastu, Surkhet and Rautahat districts on the existing situation of the availability of health and WASH services and their effect on the public, particularly women, children and persons with disability in times of COVID-19.  The report provides  recommendations for all three levels of governments in Nepal to take necessary steps to contain the spread and impact of the COVID-19 and build resilient communities to cope with crisis in future.
