In Southern California political circles, the Valley Latino network is spoken of in jealous tones. It's frequently contrasted with the Eastside, which achieved its power only after decades, and in spite of endless squabbles. Tony Cárdenas and Alex Padilla, now a congressman and a U.S. senator, created their empire in a less-Latino area within a generation.
