The Cost Management Analyst works in the Office of the Assistant Register and Director of Operations (ARDO), Financial Management Division (FMD), reporting to the Chief FMD. FMD is responsible for direct oversight of all financial and budgetary activities for the USCO, including budget formulation and execution, fee receipt and processing, financial reporting, financial audit coordination, budget and finance-related forecasting, activity-based costing analysis related to fee setting and cost estimation and assessment, and fiduciary accounting associated with certain statutory license royalties under the Copyright Act. The incumbent will support maintain defensible Independent Cost Estimates (ICEs) for select Copyright Office programs; and perform Independent Cost Assessments (ICAs). This position will develop and maintain related cost management procedures and practices for cost estimates and fee studies. The incumbent will assess cost related risks, identify and communicate plans to manage risks, and collaborate with Copyright Office leadership and management on budget matters.
