AIR FORCE

Atlantic Diving Supply Inc., Virginia Beach, Virginia, has been awarded a $150,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for airfield damage repair equipment. This contract provides updated capabilities to rapidly recover damaged airfield pavements. Work will be performed in Virginia Beach and is expected to be completed Dec. 28, 2027. This award is the result of a competitive acquisition and five offers were received. No funding is being obligated at the time of award. The 772nd Enterprise Sourcing Squadron, Tyndall Air Force Base, Florida, is the contracting activity (FA8051-23-D-0001).

General Dynamic Information Technology, Falls Church, Virginia, has been awarded a $17,839,932 modification (P000017) to previously awarded contract FA489019FA022. This task order supports the Distributed Common Ground System network weapon system and all supporting activities, such as the development, integration, maintenance, administration, management, documentation, assessment, disposal and troubleshooting of 480 Intelligence, Surveillance, and Reconnaissance Wing information technology assets from the network and enterprise level. Work will be performed at Joint Base Langley-Eustis, Virginia; and Beale Air Force Base, California, and could expand to Fort Smith, Arkansas; the Republic of Korea; McConnell AFB, Kansas; Birmingham, Alabama; Otis Air National Guard Base, Massachusetts; Reno, Nevada; JB Pearl Harbor-Hickam, Hawaii; Terra Haute, Indiana; Ramstein Air Base, Germany; and Ogden, Utah. Work will begin Feb. 1, 2023, and is expected to be completed by Jan. 31, 2024. Operation and maintenance funds in the amount of $17,839,932 are being obligated at time of award. The total cumulative value of the contract is $233,109,384. The Acquisition Management and Integration Center, Hampton, Virginia, is the contracting activity. (Awarded Dec. 28, 2022)

DS Government Solutions Corp., Waltham, Massachusetts, has been awarded an $8,987,955 firm-fixed-price, level of effort contract for configuration and support technical support for 3DExperience. This contract provides for software development and training services in support of the 3DExperience Digital Environment Platform. Work will be performed in Waltham, Massachusetts, and is expected to be completed by Jan. 22, 2025. This contract is a sole source acquisition. Fiscal 2022 research, development, test and evaluation funds in the amount of $1,600,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-23-C-B002). (Awarded Dec. 28, 2022)

ARMY

CACI-ISS LLC, Chantilly, Virginia, was awarded a $68,780,625 modification (P00127) to contract W15QKN-15-C-0049 for a 12-month extension of training, deployment and sustainment support of the Integrated Personnel and Pay System-Army, Increment II Program. Work will be performed in Arlington, Virginia, with an estimated completion date of Dec. 31, 2023. Fiscal 2023 other procurement, Army funds and operation and maintenance, Army funds in the amount of $4,420,340 were obligated at the time of the award. U.S. Army Contracting Command, Newark, New Jersey, is the contracting activity.

Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $31,817,000 modification (P00072) to contract W31P4Q-20-C-0023 to incrementally increase the annual award of Phased Array Tracking Radar to Intercept on Target Advanced Capability-3 missiles. Work will be performed in Huntsville, Alabama; Rocket Center, West Virginia; Camden, Arkansas; Chelmsford, Massachusetts; and Grand Prairie, Texas, with an estimated completion date of Dec. 31, 2024. Fiscal 2023 Foreign Military Sales (Bahrain, Kuwait, Netherlands, Poland and Qatar) funds in the amount of $15,590,330 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

P&R JV,* Elizabethtown, Kentucky, was awarded a $26,096,467 firm-fixed-price contract for construction of a target training structure. Bids were solicited via the internet with six received. Work will be performed at Fort Knox, Kentucky, with an estimated completion date of Dec. 18, 2024. Fiscal 2023 military construction, Army funds in the amount of $26,096,467 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-23-C-0005).

Keysight Technologies Inc., Colorado Springs, Colorado, was awarded a $15,329,600 firm-fixed-price contract to acquire microwave measuring receivers. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 28. 2027. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-23-D-0008).

Torch Technologies Inc., Huntsville, Alabama, was awarded a $10,668,279 modification (P00042) to contract W31P4Q-21-F-0054 to provide various types of simulation support to the Systems Simulation Software and Integration Directorate, U.S. Army Combat Capabilities Development Command Aviation and Missile Center. Work locations and funding will be determined with each order, with an estimated completion date of March 27, 2024. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Northrop Grumman Systems Corp., Oklahoma City, Oklahoma, has been awarded a maximum $45,070,783 firm-fixed-price contract for the B-2 aircraft rudder and elevon. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a six-year contract with no option periods. Location of performance is Ohio, with a Nov. 30, 2028, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Tinker Air Force Base, Oklahoma (SPRTA1-23-C-0003).

NAVY

BAE Systems, Information and Electronic Systems Integration Inc., Greenlawn, New York, is awarded a $33,406,275 cost-plus-fixed-fee order (N0001923F0023) against a previously issued basic ordering agreement (N0001922G0009). This order provides for the redesign of the AN/UPX-50(C) digital interrogator assemblies to resolve parts obsolescence and implement solutions to achieve compliance with the latest specifications, qualification, and certification standards for the Navy. Work will be performed in Green Lawn, New York (95%); and Hudson, New Hampshire (5%), and is expected to be completed in March 2026. Fiscal 2023 other procurement (Navy) funds in the amount of $15,508,812 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

General Electric Aviation, Lynn, Massachusetts, is awarded a $24,104,653 cost-plus-fixed-fee order (N0042123F0156) against a previously issued basic ordering agreement (N0042119G0001). This order provides for engineering and engine system improvement support for the T408 Component Improvement Program. Work will be performed in Lynn, Massachusetts, and is expected to be completed in December 2023. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $4,341,587 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $10,451,554 cost-plus-incentive-fee modification (P00007) to a previously awarded contract (N0001922C0041). This modification adds scope to procure engineering, maintenance, logistics manpower and material support to continue to develop, sustain and produce software builds as well as carryout developmental flight tests in support of the F-35 Joint Strike Fighter aircraft for the Air Force, Navy and non-U.S. Department of Defense (DOD) partners. Work will be performed in Fort Worth, Texas (80%); Orlando, Florida (7%); Linthicum, Maryland (3%); Nashua, New Hampshire (3%); San Diego, California (2%); El Segundo, California (2%); Samlesbury, United Kingdom (1%); various locations within the continental U.S. (CONUS) (1%); and various locations outside CONUS (1%), and is expected to be completed in March 2024. Fiscal 2023 research, development, test and evaluation (Air Force) funds in the amount of $1,147,712; fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $1,147,710; fiscal 2023 operations and maintenance (Navy) funds in the amount of $801,216; fiscal 2023 operations and maintenance (Air Force) funds in the amount of $801,215; and non-U.S. DOD participant funds in the amount of $858,606 will be obligated at the time of award, $1,602,431 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

Raytheon Co., El Segundo, California, is awarded a $10,300,000 cost-plus-fixed-fee modification (P00113) to a previously awarded contract (N0001916C0002). This modification adds scope to provide for the mid-band expansion trade study in support of Next Generation Jammer engineering and manufacturing for the Navy and the government of Australia. Work will be performed in El Segundo, California (42%); Dallas, Texas (28%); Andover, Massachusetts (13%); Wexford, Pennsylvania (9%); and Fort Wayne, Indiana (8%), and is expected to be completed in December 2023. Foreign cooperative project funds in the amount of $10,300,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
