Gujarat Construction Workers To Get Meal At Rs. 10. Conditions Apply

The Gujarat government has launched the Shramik Annapurna Yojna, a scheme for labourers working at government-run construction sites in the state to provide them with meals at a subsidised rate.

The meal will have dal, vegetables, roti, rice and sweets that will be provided on a weekly basis.

AHMEDABAD:  50-year-old Shantilal has been lining up early at a government-run Annapurna Centre to collect his daily meals for a small amount of 10 rupees. Shantilal, a construction worker in Gujarat, earns Rs. 300 per day. Earlier, he used to spend Rs. 100 towards his daily meal requirement. But not anymore.

The Gujarat government has launched the Shramik Annapurna Yojna, a scheme for labourers working at government-run construction sites in the state to provide them with meals at a subsidised rate. The government has earmarked a 500-crore budget for the scheme, which comes at a time when Gujarat is prepping for elections that will take place later this year.

About 25,000 construction labourers, according to government, would be benefitted through this scheme.

"It's a major relief for us...earlier I used to spend 100 rupees on food, now with this facility I have to shell out only 10 rupees,'' said Shantilal.

The workers who have authentic registration can avail these benefits after providing their identity cards which is given to them by the state labour department. Those with Aadhaar cards can register online for this scheme. The centres operate from 7am to 11am in all major cities and nagar palikas in the state.

The project is on the sidelines of the subsidised meals being provided by state governments in Tamil Nadu, Madhya Pradesh and Uttar Pradesh.


The meal will have dal, vegetables, roti, rice and sweets that will be provided on a weekly basis. All municipal corporations and nagar palikas have been instructed to set up centres to provide the meals.

According to officials, two persons can easily eat from one meal while they can buy three meals per person. "With the three meals they can take care of the food needs of at least six to seven persons. All this at a nominal pricew of Rs. 10 per meal," said an official.

Chief Minister Vijay Rupani, who launched the scheme said, "Across the state 84 labour construction sites have been identified. Ten cities targeting 25,000 registered workers. The aim is to take care of the nutrition needs of the workers."

In an election year, the Gujarat government intends to target the huge labour force. The Annapurna scheme is right now targeting the construction workers but in the days to come other sectors will also be roped in, officials said.

 

Christian child forced into Muslim foster care

A white Christian child was taken from her family and forced to live with a niqab-wearing foster carer in a home where she was allegedly encouraged to learn Arabic.

The five-year-old girl, a native English speaker, has spent the past six months in the care of two Muslim households in London. The foster placements were made, against the wishes of the girl’s family, by the scandal-ridden borough of Tower Hamlets.

In confidential local authority reports seen by The Times, a social services supervisor describes the child sobbing and begging not to be returned to the foster carer’s home because “they don’t speak English”.

NKorea tests short-range missiles as SKorea, US conduct drills

SEOUL/WASHINGTON: North Korea fired several short-range missiles into the sea off its east coast early on Saturday, South Korea and the US military said, as the two allies conducted annual joint military drills that the North denounces as preparation for war.

The US military’s Pacific Command said it had detected three short-range ballistic missiles, fired over a 20 minute period.

One appeared to have blown up almost immediately while two flew about 250 km (155 miles) in a northeasterly direction, Pacific Command said, revising an earlier assessment that two of the missiles had failed in flight.

The test came just days after senior US officials praised North Korea and leader Kim Jong Un for showing restraint in not firing any missiles since late July.

The South Korean Office of the Joint Chiefs of Staff said the projectiles were launched from the North’s eastern Kangwon province into the sea.

Later on Saturday, the South Korean Presidential Blue House said the North may have fired an upgraded 300-mm calibre multiple rocket launcher but the military was still analyzing the precise details of the projectiles.

Pacific Command said the missiles did not pose a threat to the US mainland or to the Pacific territory of Guam, which North Korea had threatened earlier this month to surround in a “sea of fire”.

Tensions had eased somewhat since a harsh exchange of words between Pyongyang and Washington after US President Donald Trump had warned North Korean leader Kim Jong Un he would face “fire and fury” if he threatened the United States.

North Korea’s last missile test on July 28 was for an intercontinental ballistic missile designed to fly 10,000 km (6,200 miles). That would put parts of the US mainland within reach and prompted heated exchanges that raised fears of a new conflict on the peninsula.

Japan’s Chief Cabinet Secretary Yoshihide Suga said the missiles did not reach its territory or exclusive economic zone and did not pose a threat to Japan’s safety.

MILITARY DRILLS

The South Korean and US militaries are in the midst of the annual Ulchi Freedom Guardian drills involving computer simulations of a war to test readiness and run until August 31.

The region where the missiles were launched, Kittaeryong, is a known military test site frequently used by the North for short-range missile drills, said Kim Dong-yub, a military expert at the Institute for Far Eastern Studies in Seoul.

“So rather than a newly developed missile, it looks to be short range missiles they fired as part of their summer exercise and also in response to the Ulchi Freedom Guardian drill,” he said.

The United States and South Korea are technically still at war with the North because their 1950-53 conflict ended in a truce, not a peace treaty. The North routinely says it will never give up its weapons programmes, saying they are necessary to counter perceived US hostility.

Washington has repeatedly urged China, North Korea’s main ally and trading partner, to do more to rein in Pyongyang.

China’s commerce ministry late on Friday banned North Korean individuals and enterprises from doing new business in China, in line with United Nations Security Council sanctions passed earlier this month.

TRUMP BRIEFED

The White House said Trump had been briefed about the latest missiles but did not immediately have further comment.

The US State Department did not immediately comment about the Saturday launches. Secretary of State Rex Tillerson earlier this week credited the North with showing restraint by not launching a missile since the July ICBM test.

Tillerson had said he hoped that the lack of missile launches or other “provocative acts” by Pyongyang could mean a path could be opening for dialogue “sometime in the near future.”

Trump also expressed optimism earlier this week about a possible improvement in relations. “I respect the fact that he is starting to respect us,” Trump said of Kim.

North Korea’s state media reported on Saturday that Kim had guided a contest of amphibious landing and aerial strike by its army against targets modelled after South Korean islands near the sea border on the west coast.

The official KCNA news agency quoted Kim as telling its Army that it “should think of mercilessly wiping out the enemy with arms only and occupying Seoul at one go and the southern half of Korea.”

A new poster on a North Korean propaganda website on Saturday showed a missile dealing “a retaliatory strike of justice” against the US mainland, threatening to “wipe out the United States, the source of evil, without a trace.”

On Wednesday, Kim ordered the production of more rocket engines and missile warheads during a visit to a facility associated with North Korea’s ballistic missile programme.

Diagrams and what appeared to be missile parts shown in photographs published in the North’s state media suggested Pyongyang was pressing ahead with building a longer-range ballistic missile that could potentially reach any part of the US mainland including Washington.

 

PM's statement hurts national dignity: Leader Oli

KATHMANDU: Chairperson of CPN-UML, KP Sharma Oli, has claimed that the Prime Minister Sher Bahadur Deuba’s recent statement in India has belittled country’s dignity.

PM Deuba is currently on a five-day state visit to India at the cordial invitation of his Indian counterpart, Narendra Modi.

Leader Oli, also a former Prime Minister, blamed PM Deuba for delivering national dignity- threatening statement in the joint press conference held in Indian capital of New Delhi Thursday on the issue of constitution amendment in Nepal.

Talking to journalists at the Tribhuwan International Airport in Kathmandu today before leaving for Bangkok for his health check up, Oli expressed his qualm over PM Deuba’s statement to work for increasing acceptability of the new constitution although the constitution could not be amended at the moment.

Oli also drew the attention of the government towards stepping up relief and rescue operation in flood and landslide affected areas.

Nepal and India today agreed to increase trade and investment between the two countries, expressing commitment that both sides would expedite efforts for the timely construction of hydropower projects in Nepal.

Addressing a joint press conference at Hyderabad House after exchanging eight memorandums of understanding, Indian Prime Minister Narenda Modi said both countries were fully committed to completing the construction work of all hydropower projects being developed in Nepal on time.

Modi added that efforts would be made to finalise the detailed project report of the much-awaited Pancheshwar multi-purpose project at the earliest.

The Indian PM said Deuba had requested him to lay the foundation stone for Arun III hydropower project and expressed happiness over Nepal’s success in settling disputes at the local level.

For further enhancement of people to people relations between the two countries, Buddha and Ramayan tourism circuits could be developed for the enhancement of skills and capacity building efforts, he said.

The Indian PM also reminded that India-funded projects, such as postal roads, trans-border power transmission lines and integrated check-posts, were under construction. The two sides also theoretically agreed to build Dhangadi Technical Institute and GP Koirala National Institute of Respiratory Diseases with India’s grant assistance, said Modi.

He also highlighted the need to enhance cooperation in defence and security sector to check cross-border crime along the Indo-Nepal border.

The two countries also decided to activate a high-level joint mechanism to find a long-term solution to the problems of flooding and inundation in bordering areas. “India will provide any kind of assistance to Nepal to resolve the issue,” Modi said.

The Indian PM termed holding of two phases of local elections a great leap forward in implementing the new constitution and hoped that Nepal would be able to successfully implement the constitution by accommodating the aspirations of all sections of its diverse society. He said India always wished for sustainable peace, stability and economic prosperity in Nepal.

Deuba, on the other hand, hoped that Pancheshwar’s DPR would be completed by this year end.

According to him, both agreed that the two neighbours should enhance mutual cooperation in water resources, trade and investment.

“Nepal is not only a neighbour but also a friend of India,” Deuba said. He added that it would never allow anti-India activities along its border areas.

Both highlighted the significance of age-old bilateral cooperation between the two countries.

Before addressing the press meet, Deuba and Modi inaugurated Kataiya-Kushaha and Raxaul-Parwanipur cross-border transmission lines for the supply of 50 MW each through remote operations.

During a meeting between the two prime ministers at Hyderabad House, they dwelt on connectivity, water resources management and multi-purpose projects supported by India in Nepal, according to a MoFA official.

The meeting was attended by foreign ministers, foreign secretaries and ambassadors of both the countries, he
added.

Deuba also held talks with India’s Minister of External Affairs Sushma Swaraj, Minister of Home Affairs Rajnath Singh and Minister of Finance Arjun Jaitley.

The PM also discussed issues of bilateral interest with the President of Indian National Congress Sonia Gandhi and former Indian prime minister Manmmohan Singh.

Deuba also met India’s President Ram Nath Kovind and Vice-president M Venkaiah Naidu, and paid homage to Mahatma Gandhi at Rajghat.

Before wrapping up the day’s official engagements, Deuba attended an interaction organised by India Foundation in the evening.

The PM, who arrived here on a five-day state visit to India leading a 50-member delegation, will return home on August 27. He will also visit Telangana, Andhra Pradesh and Bihar.

Jajarkot road caves-in, over dozens households at risk of landslide

JAJARKOT: The road that links the bus park in Khalanga, the Jajarkot district headquarters, with Rimna has caved-in today due to the incessant rainfall last night.

The rainfall-triggered landslide that occurred this morning has also swept away the poles installed for extending the central electrical transmission line. Subsequently, the vehicular movement along the road has come to halt.

Although, the landslides have occurred in various places in the district headquarters, the massive landslide in Thanti Bazar and Bahunbara in Bheri Municipality-3 and 4 respectively, have brought more than dozen households under threat of the landslip, forcing locals to move to safer places.

The houses under the risk of landslide belong to Bhadra Bahadur Bali, Bhadra Bahadur Khatri, Lok Bahadur Khatri, Tej Bahadur Khatri, Dhanasara Shahi, Ganesh Thapa, Hari Bahadur Basnet, Harka Bahadur Khadka among others.

“Although we have informed the municipality office and the District Administration Office about the risk of landslide, no step has been taken by the concerned bodies”, said local Tej Bahadur Khatri who has been displaced due to the landslide.

The municipality Mayor Chandra Prakash Gharti said the construction of the buildings over the capacity of the land along with the chaotic drainage of water and sewage caused the road to cave-in.

The mayor said the landslide has caused considerable problem at the time when the highway road is being tramacked. He asserted that the budget allocated by the municipality would not be adequate to repair the damage caused by the disaster and thus would need separate release of budget.
